Check who has a GLA Licence
Back to Guide to Licensing contents >
The public register is the definitive way to check who holds a GLA licence, this check can also be enhanced by signing up to an 'Active Check' on your labour provider.
Please do not ask for copies of licence certificates as these may be out of date. A regular print out of the relevant public register record will be adequate for your records.
Check the GLA public register
The GLA public register shows a list of all labour providers who are licensed or who have applied for a licence.
If you are a labour user wanting to make a minimum check to see if your provider is licensed, you must complete the following steps:
- Search for your provider using the search criteria boxes
- Click on the magnifying glass icon to get the full details of your provider (including date of search)
- Click on the print page icon and keep a copy for your records
- If you cannot find the details of the labour provider you are looking for do not immediately assume they are not licensed, please contact the GLA for confirmation.
Defra reasonable steps guidance sets out what steps a labour user should take to verify the status of their labour provider.

Make an Active Check (GLA recommended)
This service is for labour users who wish to ensure that there is a record of their check on the GLA system. The GLA will:
- retain a record that you have made a check,
- inform you of any changes to the status of this labour provider, and
- inform you if your labour provider is inspected by the GLA.
To complete an active check you will have to register with the government gateway.
If you have not registered with the government gateway click here
If you have registered before and already have your ID and password you can start the check immediately. You will need to:
- Enter your providers unique reference number (URN). If you do not have this you can search the public register for your provider.
- Confirm you want to make a check against the provider on the screen
- Choose the person you have been dealing with from a list of those who are named on the licence.
- You will also have the option to print the details of the check
- If you can not find the details of the labour provider you are looking for do not immediately assume they are not licensed, please contact the GLA for confirmation.
What should you do if the Active Check is not successful?
If your Active Check is successful a message confirming this will appear.
- This means your check has been recorded and you will be notified if the licence status changes.
If your Active Check has been unsuccessful, this could mean that:
- the labour provider is not licensed
- there has been a problem registering the active check
If the Active Check is unsuccessful for any reason you should contact the GLA on 0845 602 5020.
