Subject: Workers on a Contract for Services

Question(s):

 

Would you please provide numbers of all workers in the GLAA remit working from a CFS [Contract for Service] in all sectors as per Section F1 of the GLAA License Application.

These workers would not be included in the Business Register and Employment Survey 2015.

Workers on a CFS which is a ZHC [Zero Hours Contract] are not employed or directly employed in any way. They do not receive confirmed employee benefits of holidays and similar. They do not work arranged or confirmed part-time or full-time hours.  One day they may work 8 hours, second day 4 hours, third day zero hours, fourth day 12 hours, one week 10 hours, second week 23 hours, third week 45 hours, fourth week no hours.

The ONS have advised me to collect all numbers from yourselves.  Would you please confirm for me how many GLAA workers working from a CFS from a licensed gangmaster are included in statistical data at the ONS, which data set they are included in and how they are included, i.e. which business register or form or survey or something else they are included in?

Response:

The GLAA does not update and maintain information relating to the number of workers operating in the GLAA regulated sector. Therefore, the GLAA does not hold the information you have requested. The GLAA does not feed data into the Office of National Statistics and therefore cannot answer your second question.
