Business Plan receives ministerial approval

GLAA CEO Elysia McCaffrey shares an update about the GLAA Business Plan 2025-26.
I’m writing to share with you the new year business plan, which was signed off by the Minister last week (Thursday 17 July).
This is the third and final business plan of our 2023-26 strategy. In the previous two years we’ve made striking progress and I’m very proud of what we’ve achieved together. We have provided exceptional service to the public, businesses and workers in the fight to stop worker exploitation.
The 2024/25 business year was our best performing year, in which we:

Increased the volume of inspections by 121%

Increased the number of referrals by 24%,

Increased enforcement cases by 10%

Reduced new licencing decision times by 70%
This great work will continue with our key objectives for 2025/26:

Increase and improve intelligence on worker exploitation through making the most of each operational encounter.

Target more unlicensed gangmasters, using our powers to stop unlicensed activity.

Increase disruption of criminals and further prevent worker exploitation through increased criminal prosecution and civil disruption orders.
I’m really excited to continue our progress this year, in 2025-26, we will build on our successes and continue to protect those who are most vulnerable and stop worker exploitation.
