GLAA signs landmark agreement with Kazakhstan

The Gangmasters and Labour Abuse Authority (GLAA) have signed an agreement with the Republic of Kazakhstan, to protect the labour rights of their citizens coming to work in the UK. 

During a ceremony facilitated by the Foreign, Commonwealth and Development Office on Tuesday (11 February 2025), Kazakhstan’s deputy foreign minister Roman Vassilenko signed a memorandum of understanding, in the presence of Nicola Ray, head of contact and licensing at the GLAA.

The memorandum builds on already existing strong partnerships and seeks to ensure Kazakhstan nationals who are considering work through the UK seasonal worker scheme (commonly referred to as the SWS) are aware of their rights.

The document outlines topics to ensure that employment agencies both in the UK and Kazakhstan comply with the requirements set out in the Gangmasters (Licensing) Act 2004. 

Minister Vassilenko said: “This memorandum will strengthen the protection of Kazakhstan seasonal workers, and I firmly believe that we are on the move positively in our relations and in the next few years make our relationship with the United Kingdom stronger.”

Nicola said: “The GLAA’s mission is to stop worker exploitation and this memorandum of understanding further strengthens our relationship with the people of Kazakhstan, who may choose to work in the UK. We hope this agreement will bring reassurance that their working rights will be protected. 

“The GLAA play a key role in regulating the agricultural sector. This memorandum is welcome as it shows our commitment to ensuring people have a positive experience when working in the UK.”
